Plusieurs municipalités doivent bâtir une maison pour personnes âgées dans leur secteur, soit seuls ou en partenariat avec une municipalité avoisinante; 3) les maisons de charité appartiennent normalement à des organismes à but non-lucratif, tels : des groupes religieux, communautaires, ethniques ou culturels.
